Inner Fears (aka, uncle johnny touched me)
Mesmer, Illusion, [E], 15 energy, 3 second cast time, 25 second recharge.
For 10...30 seconds, this hex does nothing. When Inner Fears ends, target foe and all adjacent foes suffer from 10...50 damage for each spell they casted while under the effects of Inner Fears. If Inner Fears is removed prematurely, target foe and all adjacent foes suffer from blind for 10...50 seconds.

Psychic Flare
Mesmer, Domination, 5 energy, 1/4 cast time, 2 second recharge.
Spell. Send out Psychic Flare at target foe. If target foe is struck, target foe loses 5...15 energy. Psychic Flare causes Exhaustion.

Shut up!
Mesmer, Fast Casting, 10 energy, 2 sec cast time, 5 second recharge.
Shout. All adjacent foes loes all shouts, and all their shouts are disabled for 10...60 seconds.

Mind Blade
Mesmer, illusion, 5 energy, 2 second recharge
Melee Attack. This attack deals no damage, but target foe suffers from bleeding for 5...30 seconds.

Mind Bash
Mesmer, Illusion, 10 energy, 2 second recharge
Melee Attack. This attack deals no damage, but target foe is knocked down for 1...3 seconds.

Stroke
[E]
Mesmer, Fast Casting, 15 energy, 15 second recharge, 1/4 cast time.
Target foe takes 30...90 chaos damage and suffers from Blind, Bleeding, and Cripple for 10...60 seconds.

Here are some awesome shout ideas for the Paragon. Pop culture FTW:

"GET TO THE CHOPPER!" Shout. All party members within earshot run 50% faster for (2... 8) seconds and you suffer (8... 4) health degen for this time. Leadership.

"BOOM HEADSHOT!" Elite Shout. If target foe was hit by a projectile in the last (.5... 2) seconds, target foe takes (20... 60) additional damage and is dazed for (2... 10) seconds. Leadership.

"I believe you have my stapler." Shout. Target foe is set on fire for (1... 8) seconds. Command.

I just realized that we have Scourge Sacrifice, Scourge Healing, Scourge Enchantment, Reversal of Damage, and Reversal of Fortune. So why not another Reversal?

Reversal of Sacrifice

Next time target ally would sacrifice health, that is healed for for that amount instead maximum 15-67.

It would work as such: initial sacrifice is reduced by said amount(keeps you from over sacrificing). If the sacrifice is completely negated by this enchantment, then the extra healing is applied normally. I figured this should be under healing, since the other reversals are under prot and smite. If not, stick it under divine.

But that's just my two cents

Enchanter's Gamble: Cost 10e, Cast 1s, Recharge: 30s
Hex Spell: Target foe is hexed with Enchanter's Gamble for 5...20 seconds. During that time, target foe has a 50% chance of failing to cast enchantment spells. If foe fails casting because of this hex, they gain 5 energy, but if they succeed, they take 200% of the cost of that enchantment as damage (Att Domination Magic)

Hand of Balthazar: Cost 5e, Cast 1/4s, Recharge: 5s
Elite Skill: Target Touched foe takes 15-60 Holy Damage plus 3...15 damage for every recharging Smiting Prayers Skill (Max 60) This is an elite skill. (Att Smiting Prayers)

I'd have to agree that Singing blade is a skill swordsmanship would love to have, would mesh very well with having paragons on a team.

Hand of Balthazar is the same type of think for smiting prayers; Why haven't we had a skill which takes advantage of the long recharge of smiting prayers already? Very well thought out on these.

But that's just my two cents

Arggggh. I don't write stuff down, so I only remember posting this recently for fun.

Mark of the Tetra [Elite] Non-Attribute spell
25e, 1s cast, 30 second recharge
Target is hexed with the Mark of the Tetra for 30 seconds. If target is struck with elemental damage, that damage has an added +20% armour penetration. Mark of Tetra ends prematurely if target is hit with the same element twice within four elemental hits.

Here's another one!
Casting Streak Non-Attribute spell
10e, 1s cast, 30 second recharge
For 10 seconds you are enchanted with Casting Streak. Each spell cast while under the effects of Casting Streak lowers your casting time by a cumulative 10%. When Casting Streak ends you suffer exhaustion.
